UGC defends event supervision circular

The University Grants Commission (UGC) has said that its circular on the supervision of student organised university events is not intended to discontinue or limit such events or prevent them from taking place, but a measure to ensure that such events are not used as a cover for ragging.

In a new circular issued this week, the UGC has said its earlier circular dated February 6 was issued following multiple complaints received by the Centre for Gender Equity/Equality (CGEE), UGC regarding ragging taking place during preparations for various student-organised events, during, and after. “The nature of the ragging described in the complaints received included criminal intimidation, physical assault, and systematic deprivation of sleep and food, in addition to forcing students to participate in these events, particularly during the preparatory phase,” the commission said.

The Supreme Court has issued specific orders to mitigate ragging, and the UGC is bound by law to ensure that all action is taken to prevent ragging and violence occurring in educational institutions, the commission noted, claiming that its earlier circular is in full compliance with the Orders of the Supreme Court as well as the Prohibition of Ragging and Other Forms of Violence in Educational Institutions Act No. 20 of 1998.

The UGC has directed vice chancellors to make every effort to facilitate student requests for approval to organise events and continue monitoring activities of student-organised university events in a way that does not inhibit peaceful student activities.

At the discretion of the vice chancellor, all staff categories, and not only university academics, can be requested to assist with the supervision of student-organised activities as specified in the Circular. Any staff member who is present for supervision is expected to support peaceful student activities and to report the occurrence of any incidents of ragging at preparations for an event, during an event, or after an event.
