JICA sole bidder for BIA expansion, Airport and Aviation says

Airport and Aviation Services (Sri Lanka) (Pvt) (Ltd) has conveyed to Japan International Cooperation Agency (JICA) that Japan’s Taisei Corporation is the only responsive bidder for the Bandaranaike International Airport (BIA) expansion project, official sources said.
There were just two offers. The other bidder, Sojitz-L&T Consortium, has been deemed non-responsive, which means it does not conform to all the requirements of the solicitation document. As the funder of the project, JICA must concur to the selection which was made after a technical evaluation of the two bids. It was then approved by the Standing Cabinet-Appointed Procurement Committee.
Taisei Corporation has a history with BIA. It was formerly appointed by JICA as the main contractor for the airport’s expansion project, which involves building a state-of-the-art passenger terminal building and related airport infrastructure. While construction began around December 2020, the project was halted in 2022 after JICA suspended loan disbursements because of Sri Lanka’s economic crisis.
Taisei suspended work despite having completed only a fraction of the project. Materials and partly completed works were left on site. Once the new contract is awarded, if and when JICA concurs with the selection, it will take around 30 months (with contingencies) for work to be completed.
The bid closing date for the Bandaranaike International Airport (BIA) Development Project was March this year, but the tender was advertised as early as mid-2024. Taisei’s financial bid can only be opened once JICA concurs with the results of the technical evaluation.
BIA Phase II Stage 2 is expected to increase the airport’s annual passenger handling capacity from six million to 16 million. There will be a new terminal 2.
