Ranwala’s voice was not clear for crash statement, OIC’s report says

Police were unable to record a statement from National People Power parliamentarian and former speaker Asoka Ranwala immediately after the accident on December 11, 2025, as he was wearing a collar due to medical treatment and his voice was not clear, according to a report by the officer in charge of the Sapugaskanda Police Station to the police headquarters.

The report also says the OIC had only asked the director of the National Hospital to do a test to confirm whether Mr Ranwala was under the influence of alcohol the day after the accident. Usually, the test is carried out immediately after an accident.

According to the report, the OIC had initially directed the sergeant to investigate an accident at Denimulla Junction when he received information of the accident on his mobile phone and sent the traffic OIC and inspector to the location of the accident, where Mr Ranwala’s vehicle knocked on a motorbike driven in front and collided with a car coming from the opposite direction.

The accident had injured a seven-month-old boy and two women who were identified as the mother and grandmother of the boy. Only the driver of the car and motorbike were at the scene, while the injured as well as Mr Ranwala were not at the location.

It was revealed that Mr Ranwala was first admitted to Kiribathgoda Hospital and later admitted to Colombo National Hospital. As the injured women were being given emergency treatment at National Hospital and Mr Ranwala was wearing a collar and his voice was not clear, the officer sent to record a statement was unable to obtain a statement.

Mr Ranwala was arrested the following day after submitting facts to court. Chief Magistrate of Maligakanda Janaki Perera had visited and observed Mr Ranwala, who was obtaining treatment under police security, and released him under two sureties of Rs 200,000 each.

The OIC had in writing requested the director of the National Hospital to conduct a test to check whether Mr Ranwala was under the influence of alcohol on December 12.

Police Media Spokesman F.U. Wootler told the Sunday Times the police inquiry on the actions of the Sapugaskanda police officers, including the OIC and traffic OIC, is ongoing.

The inquiry is carried out by the special investigation unit under the Inspector General of Police.
