CA Sri Lanka, APFASL takes key step towards advancing Public Sector Financial Management with inauguration of MPFM Degree

16th May 2025: The Master of Public Financial Management (MPFM) Degree Programme 2025/26, jointly conducted by the Institute of Chartered Accountants of Sri Lanka (CA Sri Lanka), and it’s public sector wing, the Association of Public Finance Accountants of Sri Lanka (APFASL), was inaugurated on 16th May 2025 in Colombo.

The event was graced by Mr. Tishan Subasinghe, Vice President of CA Sri Lanka; Mr. Mahinda Siriwardana, Secretary to the Treasury; Mr. V. Kanagasabapathy, President of APFASL; Ms. Lakmali Priyangika, CEO of CA Sri Lanka; Prof. Lalitha Fernando, Chairperson of the Board of Study of the MPFM Degree Programme; along with senior academics and lecturers of the programme. The ceremony welcomed 45 participants of the 2025–26 batch, representing key public sector institutions across the country.

The MPFM Degree Programme was launched in 2023 to enhance Public Financial Management (PFM) education in the country. There are approximately 50 intakes per year, with participants being graduates with a minimum of 3 years’ experience in Sri Lankan accounting and audit services. This is the first time a Master of Public Financial Management is being offered in Sri Lanka.

In his address, Mr. Subasinghe emphasised the strategic importance of building financial leadership capacity within the public sector to support national economic goals. Mr. Siriwardana, in his remarks, appreciated the scholarships awarded by CA Sri Lanka to eligible public sector professionals, noting that such initiatives are a timely investment in human capital. Mr. Kanagasabapathy highlighted the role of the MPFM Degree in fostering fiscal discipline, transparency, and results-driven financial management in government institutions.

Approved by the Ministry of Higher Education and ranked at Sri Lanka Qualifications Framework (SLQF) Level 9, the MPFM Degree Programme is specifically designed for public sector finance professionals. The degree covers key areas essential for effective public financial management, including fiscal policy, budgeting, and financial planning; SLPSAS-based accounting and reporting; digital transformation in the public sector; procurement and contract management; debt and investment oversight; internal controls and risk-based auditing; project management; and compliance with the Public Financial Management Act No. 44 of 2024.

Participants benefit from access to expert resource persons, case-based learning, and practical insights relevant to Sri Lanka’s evolving public financial management landscape. As part of a strategic promotional initiative, a special concession has been extended to this inaugural MPFM intake to encourage wider participation from eligible public sector professionals.

This programme marks a significant milestone in strengthening the professionalism and capacity of Sri Lanka’s public financial management framework and is a testament to the commitment of APFASL and CA Sri Lanka to national development through knowledge and leadership.
