Most development projects in education sector at a stand still

Only 5 of 18 mega scale development projects coming under the Ministry of Education, Higher Education and Vocational Education have either been completed or are progressing, according to the Finance Ministry’s report on the Progress of Mega Development Projects for the second quarter of 2025.

According to the report’s summary of ministry-wise project progress, two projects have been completed in the first quarter of 2025 while work on three other projects is progressing.

The report highlighted that expected results in four projects could be achieved “through interventions” while three need “special attention.” Four mega projects under the ministry have been listed under the “critical” category indicating they have received multiple time extensions, have overrun costs and are facing many other issues. Two projects that were being implemented with foreign funding have been affected due to those funds being temporarily halted.

The report reveals that three of the four projects listed under the “critical” category belong to the University of Ruhuna.

These are the completion and maintenance of a 12-storied building complex for the university’s Faculty of Medicine, the establishment of a professorial unit at Karapitiya Teaching Hospital and the development of a Faculty of Allied Health Sciences at the university. The other project listed under the “critical” category is the establishment of a Technology Faculty at the Wayamba University.

Meanwhile, the establishment of a Medical Faculty for the University of Moratuwa, which was undertaken through funding from the Kuwait Fund and the establishment of ICT Hubs for Secondary Education, financed through Korean funds have come to a halt due to the halting of funds from those countries for the projects.
