Regulatons on JP appointments undergo drastic changes

The Justice Ministry has revised the regulations governing the appointments of Justices of the Peace.

Under the new regulations gazetted, a person who has passed six subjects at the G.C.E. (Ordinary Level) examination in one sitting with two credit passes—one for Sinhala or Tamil and the other for any subject—qualifies to be appointed as a JP.

The earlier requirement was passing three subjects in the G.C.E. (Advanced Level) examination.

Also removed was the provision under which a JP could be appointed by the minister provided he was of the opinion that such a person had rendered an exemplary service to society.

Also, the new regulations require a medical certificate issued by a medical practitioner registered with the Sri Lanka Medical Council, confirming that the person is in good health. Earlier, a medical certificate was not required.

Previously, JPs held the position for life unless they resigned, were suspended, or the appointment was cancelled. Under the new regulations, however, the appointment will remain valid until the JP reaches the age of 75.

According to the new regulations, a person eligible to be appointed as an All-Island JP should be a JP for an administrative district for at least five years and have passed one subject in the G.C.E. (A/L) examination.

JPs will not be permitted to certify documents in English unless they have passed the English subject in the G.C.E. (O/L) examination.
