Govt headhunting 400 digital champs in state bodies

The government is set to form a 400-member cohort of digital transformation champions, to be known as the Public-Impact Champions Network (PIC-Net), comprising senior state officials to implement its ambitious digital transformation efforts.
These champions, handpicked from 95 government offices, including ministries, state-owned enterprises (SOEs), and provincial councils, will be recruited to establish PIC-Net and strengthen digital transformation across the public sector.
According to a directive issued by Presidential Secretary N.S. Kumanayake, PIC-Net will serve as the central force for implementing digitalisation efforts within state institutions as a key component of the Digital Economy Blueprint approved by the Cabinet of Ministers.
In collaboration with the Presidential Secretariat, this programme is coordinated by GovTech Sri Lanka and the Ministry of Digital Economy.
Under PIC-Net, each participating institution must appoint a team of four “Champions” from its workforce: Digital Champion, Experience Champion, Process Champion, and Transformation Champion.
This team will be collectively responsible for promoting digital-era service excellence and advancing improvements in technology adoption, service delivery experience, process efficiency, and organisational change through an integrated, coordinated institutional approach, the circular from the Presidential Secretariat stressed.
For the selection process of ‘Digital Champions’ for a prospective pool covering the four roles, each department head is required to nominate 16-20 candidates.
The Designated Champions will undergo structured capacity development programmes, workshops, and expert mentorship to develop applied competencies in areas such as digital transformation, service re-engineering, process improvement and change management, the circular said.
