Two more coal shipments fail quality test by independent lab

Two more shipments from controversial coal supplier Trident Chemphar have failed, bringing the total number of consignments confirmed to be off-spec by independent accredited laboratory Cotecna to five, official sources said.

The total number of shipments ordered from Trident was 25. The 16th is being unloaded now, while ships from a separate, emergency purchase of coal are also arriving.

The Sunday Times reported last month that three coal shipments from South Africa initially failed quality testing by Cotecna, earning Trident penalties totalling US$8.1 mn. However, Trident’s contract has not been terminated—neither for selling off-specification coal nor for consistently delaying supplies.

According to the sources, shipments 12, 13 and 14 have shown gross calorific values (GCV) of under 4,800, where the required specification is between 5,900 and 6,150. The GCV is the amount of heat evolved when a unit weight of coal is entirely burnt. A greater GCV indicates that less coal is needed to produce one unit of electricity.

Cotecna is the independent accredited laboratory selected by the Lakvijaya power plant to test coal samples collected at the discharge port in Norochcholai. It has found shipments 1, 9, 12, 13 and 14 to not match the quality parameters required in the tender document.
