President declares Emergency to deal with Ditwah disaster
View(s):President Anura Kumara Dissanayake invoked emergency regulations under the Public Security Ordinance on Friday night, making provision for the appointment of a Commissioner General for Essential Services and requisitioning of personnel, property and vehicles, as well as wide powers to the police and members of the armed forces to maintain law and order.
The regulations cited as the Emergency (Miscellaneous Provisions and Powers) Regulations will give wide powers to the President to deal with the rescue and recovery efforts in the aftermath of Cyclone Ditwah, including appointing any person as a competent authority for the purposes of the implementation of these emergency regulations.
The regulations will also enable the President to name a Commissioner of Civil Security to execute and coordinate all activities relating to the maintenance of civil security.
They will also give powers to members of the armed forces, in addition to the police, for the search and arrest of persons who may be engaged in thefts, destruction of property and other related offences.
The regulations cover areas such as prevention of disaffection against public officials engaged in official duties; prohibition on the affixing in any public place or distribution among the public of any posters, handbills or leaflets, the contents of which are prejudicial to public security, public order or the maintenance of supplies and services essential to the life of the community; and communication or spreading of rumours and false statements.
