Multi-billion support for differently-abled
View(s):The 2026 Budget introduced a series of measures aimed at improving the welfare and inclusion of Sri Lanka’s differently-abled community, estimated at around 1.6 million.
Rs 19 billion has already been allocated for a monthly subsidy of Rs 10,000 to Rs140,000 under the Aswesuma programme.
In addition, the existing gazette on accessibility regulations will be revised to align with international standards, which the Government described as a priority.
A further Rs 1 billion has been earmarked to improve accessibility and sanitation facilities in public places such as Divisional Secretariats, railway stations, bus terminals, courts, and police stations.
The Government also acknowledged that while 3% of public sector jobs have been officially reserved for persons with disabilities, the policy has not been implemented effectively. Measures will be taken to enforce the quota in all future public service recruitments.
To encourage private sector jobs, the budget proposes a wage subsidy covering 50 % of the salary (up to a maximum of Rs 15,000) for each differently-abled person employed for 24 months. Rs 500m has been allocated for this.
The construction of day care centres for children with disabilities, including those with autism, will continue under the Ministry of Health and the Department of Social Services. The allocation exceeds Rs 1b.
