Cabinet approves multi-million dollar bid for overhaul of four MI 17 helicopters

Cabinet has approved a multi-million dollar bid for the overhaul of four MI-17 helicopters urgently needed by the Sri Lanka Air Force (SLAF).
The tender was awarded to the lowest evaluated substantially responsive bidder M/s Winsley Defence Group d.o.o. of Bosnia and Herzegovina whose local agent is M/s Securatec Lanka (Pvt) Limited.
The entire cost for the overhaul and life extension of the four helicopters will be around US$18 million (approximately Rs. 5.4 billion), with the cost for each of the helicopters around US$ 4.5 million. The cost also covers flight both ways for transport of the helicopters and the insurance cost.
The Winsley Defence Group was selected after bids called by the SLAF. The process had been delayed due to bureaucratic hurdles even though the bids were first called in 2023.
A SLAF source said that the overhaul of the MI -17 needs to be done urgently as the due dates are long overdue.
He said that both local operations such as flood rescue and other such related work as well as the UN operations undertaken by SLAF personnel too could be impeded if the overhaul work was further delayed.
A complete report pertaining to the MI-17 overhaul and service life extension tender will be given to Cabinet next week. Details of it will also be disclosed at the weekly Cabinet briefing, the Sunday Times learns.
