Coppers to get cash to buy boots and uniforms, no more problematic tenders

Police officers are to receive a cash allowance to purchase their own uniforms and boots, following the government’s decision to cancel the problematic tenders for their supply, Public Security Minister Ananda Wijepala told the Sunday Times. He said the decision was made to ensure that officers receive the necessary attire without further delay, as the procurement process had been stalled due to irregularities and administrative concerns.
“The police officers have not received their shoes and their issuance had been held up for three years due to tender problems. This time too, there were issues with the tenders for both uniforms and shoes. Therefore, the Cabinet decided to cancel all related tenders and provide a cash allowance to the police officers,” Minister Wijepala said.
“When tenders are called, some parties file appeals and the matter is then referred to the Appeal Board. However, there was a difference between the decisions of the Appeal Board and the Procurement Committee, so the matter was referred to the Cabinet for a final decision. The appeals were lodged due to certain irregularities in the tender process. The Cabinet has already decided to provide Rs. 7,000 to each police officer to purchase boots, the minister said.
According to the Minister, the process for procuring uniforms also encountered several problems, leading to its cancellation. A Cabinet paper outlining the allocation of funds for uniforms has been submitted and is scheduled to be presented to the Cabinet next week, after a few minor revisions are made. The cash amount to be provided for the uniforms is also expected to be decided next week.
According to the Minister, the government has approved a policy to establish a new salary structure for the police, paving the way for a possible salary increase. A committee has now been appointed to design a separate salary framework for the police department, similar to those of other armed forces. Currently, salary increases in the police department are implemented in line with general government salary revisions.
“We are going to provide a salary increase to the police department after the budget. Although funds have not been specifically allocated in the budget, we are committed to ensuring that the required amount is provided to the police, as we can manage the finances for it,” Minister Wijepala said.
