Budget 2026: Biggest allocations go to President’s ministries
View(s):Budgetary allocations for the Finance, Planning and Economic Development Ministry and the Defence Ministry—which come under the purview of President Anura Kumara Dissanayake—will exceed Rs.1,000 billion, according to Appropriation Bill 2026 published in the Gazette this week.
Allocations to the Ministry of Finance, Planning and Economic Development stand at around Rs. 634 billion, while for the Ministry of Defence, the allocations are around Rs 455 billion.
There will be an additional allocation of Rs 16 billion for the Ministry of Digital Economy, which also comes under the President, while another Rs 11 billion will be allocated to the Office of the President.
Other major allocations are for the Ministry of Public Administration, Provincial Councils and Local Government, with Rs 596 billion; Rs 555 billion for the Health and Mass Media Ministry; and Rs 446 billion for the Ministry of Transport, Highways, Ports and Civil Aviation.
Around Rs.300 billion has been allocated for the Ministry of Education, High Education and Vocational Education.
Total expenditure for 2026 has been set at Rs. 4.54 trillion, according to the bill.
The Appropriation Bill will be presented to Parliament on September 26.
The Second Reading of the Appropriation Bill (the budget speech/presentation of budget proposals) for 2026 will be held on November 7, followed by the budget debate from November 8 to December 5.
