IMF requirement to publish procurement details not heeded by certain institutions
View(s):Certain state institutions have failed to comply with the International Monetary Fund (IMF) requirement to publish high value procurement award contract details above Rs 200 million on the Government procurement portal, the General Treasury said.
Despite repeated circulars on the subject sent in the recent past, some state entities failed to do so on the Government Procurement (e- GP) portal- www.promise.lk in a timely and consistent manner, Secretary to the Treasury Dr Harshana Suriyapperuma observed.
“Such persistent non-compliance undermines national efforts to promote transparency, accountability and good governance in public procurement,” the Secretary said while stressing that as part of these commitments made by Sri Lanka under Extended Fund Facility (EFF) programme, the government is obligated to publish such awarding details on the platform.
Accordingly, the Secretary urged those institutions to ensure those award details are published in a manner consistent with relevant circulars and “treat this obligation as a compliance requirement subject to audit, oversight and performance evaluations”.
