CJ recommends CA Justice Gihan Kulatunga to fill remaining vacancy in SC

Chief Justice Preethi Padman Surasena has recommended the name of Court of Appeal (CA) Justice Gihan Kulatunga to President Anura Kumara Dissanayake to fill one of the two vacancies in the Supreme Court.
CA Justice Ratnapriya Gurusinghe’s name had already been forwarded to the President to fill the other Supreme Court vacancy.
Justice Kulatunga began his legal career as a State Counsel at the Attorney General’s Department before being promoted to Senior State Counsel. He was later appointed as a High Court Judge. He is the son of former Solicitor General and Supreme Court Justice K.M.M.B. Kulatunga.
There is already one vacancy in the Court of Appeal, and if Justices Gurusinghe and Kulatunga are appointed to the Supreme Court, it will increase the number of vacancies in the CA to three.
President Dissanayake is expected to forward the two names to the Constitutional Council next week.
The Attorney General has not forwarded any nominees to fill vacancies in the Supreme Court.
Meanwhile, the Public Services Commission has granted approval to recruit 32 State Counsels to fill existing vacancies at the AG’s Department. There are currently 77 State Counsel vacancies in the Department. The large number of vacancies at the State Counsel level has negatively impacted work at the Department.
There are also two vacancies in the post of Additional Solicitor General, nine vacancies of Deputy Solicitor Generals and five vacancies at the Senior State Counsel level.
