15 HCs in Colombo to be made subject specific to expedite cases
View(s):Fifteen High Courts in Colombo are expected to be assigned to hear cases of separate subjects under a revised system introduced to expedite cases on the directions of Chief Justice Preethi Padman Surasena.
According to the Chief Justice’s instructions to the Judicial Service Commission (JSC), one High Court under Judge Mohmed Mihail will be exclusively hearing bribery and corruption cases.
Nine High Courts will be hearing criminal cases, while three courts will handle commercial cases and civil matters.
Colombo Chief High Court judge Manjuala Thilakaratne will oversee administration in addition to hearing appeals, revision and writ applications and admiralty cases.
Applications for bail, special requests and freezing of properties and assets will be taken up by High Court judge Lal Bandara.
Child abuse cases will be taken up by High Court Judge Rashmi Singappuli, while High Court Judge Lanka Jayaratna has been assigned for cases of financial fraud, misappropriation and forgery.
Cases related to possession of narcotics will come under High Court Judge Rasantha Godawela.
High Court Judge Nadee Aparna Suwandurugoda will take up cases related to financial and documentary frauds.
Cases related to murders, criminal offences on grave crimes and heroin will be taken up by High Court judges Udesh Ranatunga and Buddhika Chandrasiri Ragala.
Commercial High Court cases will be taken up by Judges Viraj Ranatunga and Chamath Madanayaka, while civil appellate courts will be handled by Judges Pramila Ratnayaka, Chandima Dela and Prashantha Liyanage.
A total of 32 High Court judges were transferred recently.
Meanwhile, Chief Justice Surasena has directed the JSC to compile reports on the performance of judges, as such reports will be considered in giving them promotions, instead of their seniority.
