CEB split: No change in working locations, duties, remunerations

All Ceylon Electricity Board employees are to retain their initial working locations, duties, functions and remunerations despite the utility being divided into four separate entities under the recently passed Sri Lanka Electricity (Amendment) Act.

The Power Sector Reforms Secretariat (PSRS) has issued a circular to the heads of CEB divisions and branches, stating that these provisions will “not be made less favourable than the current terms and conditions under their contract of employment with the CEB”.

The utility has more than 20,000 employees, and breaking it up will be a complex undertaking. “Remuneration” usually  includes allowances, of which CEB employees have many, as highlighted previously by the Sunday Times. Among them is an incentive allowance for correct meter reading, a hotline allowance, a station allowance paid to staff working in the Nuwara Eliya area and a one-time and monthly allowance for implementing the language policy.

The CEB successor companies will be Electricity Generation Lanka (Pvt) Ltd, National Transmission Network Service Provider (Pvt) Ltd, National System Operator (Pvt) Ltd, and Electricity Distribution Lanka (Pvt) Ltd.

Under the law and commitments made to the Supreme Court, all CEB workers must be informed within a deadline (which lapsed this week) to which companies they will be transferred. Separately, the Cabinet on Monday approved a voluntary retirement scheme, the terms of which have now been gazetted.

The PSRS has undertaken to release the human resources policy guidelines by September 15, 2025. A preliminary transfer plan will be implemented once approved by Cabinet.
