The Kandy Municipality says a lack of funds from the government has forced the council to collect more taxes by way of increasing parking fees.

Residents complain that even if a motorist stops for a few minutes to buy bread or use an ATM machine he or she is charged the full rate for an hour which is Rs. 80. This is in contrast to other cities where one is given  free parking time of 5 minutes.

No other municipality in the country has this type of fees, say Kandy’s ratepayers. One resident said his routine of buying a bread on the way home has turned into a costly affair as he has to pay Rs. 130 for the bread and Rs. 80 for parking for just one or two minutes.

The municipality outsources the collection of parking fees to a private entity following a tender process. Residents say the previous company took into consideration the motorists’ issues. But, the charges have gone up and problems remain unresolved after a new entity took over.
