State institutions to submit energy consumption reports

Heads of all State institutions are instructed to submit a comprehensive energy consumption report on the usage of water, electricity, fuel, and telephone for the period of June 30 to December 31 last year in order to evaluate whether those institutions properly followed cost-cutting guidelines introduced by the Government to reduce expenditure.

The Ministry of Public Administration, Home Affairs, Provincial Councils and Local Government in a circular called for a comprehensive monthly report detailing the number of units consumed by each institution that comes under their purview, and instructed to send similar quarterly reports.

The evaluation process is to be carried out in keeping with the national energy policy and strategies guidelines issued last year as the country witnessed its worst economic crisis. Accordingly, a staff official should be appointed as a Manager – Energy for every institution to examine whether the consumption of electricity and fuel is properly managed.

The circular, issued with the concurrence of the General Treasury and the Prime Minister’s Office, also required Heads of Departments to prepare short-term and long-term energy management plans for their respective institutions.

As per the guidelines issued by the Ministry last year to save electricity, institutions were required to switch to electric fans instead of air conditioners if there are only one or two persons on duty, and minimise the usage of elevators by using stairs as much as possible.

On saving fuel (considering there are some 75,000 State-owned vehicles) several instructions were given – including temporary suspension of fuel, in addition to prescribed volume for Ministers and public officers to whom vehicles were assigned, and restrictions on calling officers from remote areas to Colombo for meetings.
