Restrictions on public servants going overseas for work

The Finance Ministry has introduced new conditions narrowing the scope where public servants can apply to go abroad for work for a maximum of five years on no-pay leave.

According to a new Finance Ministry circular dated May 17, public servants can only obtain no-pay leave to go abroad for work if they have completed half or more of their mandatory service or contractual period. Employees must also have sufficient time left to complete their mandatory service or contractual period before they retire after returning to the country. All public servants are duty bound to complete their service or contractual period.

There were no such restrictions in the earlier Finance Ministry circular, dated August 22, 2022. That circular was issued after the Cabinet granted a proposal to let public servants go overseas for work on no-pay leave for a maximum of five years. This came about at a time when the Government was finding salaries of public servants a major issue in the midst of a foreign exchange crisis.

As with last year’s circular however, the fresh circular noted that those who go abroad for work under this scheme would not have their seniority or pensions affected by their absence.
