Over 100,000 Teacher promotions are in limbo due to the provision in the last Teacher Service Minute (TSM) issued in 2014, and expiring this year.
Ceylon Teachers Union (CTU) said the date given under this TSM of 23.10.2014, makes it redundant to qualify at an Efficiency Bar exam held by the Ministry of Education (MoE), expired last month.

CTU Gen.Sec. Joseph Stalin said that, in this TSM the Govt had exempted all Teachers from sitting an Efficiency Bar exam for the next 3years, from the date the circular was issued. Three years hence, the Teaches will be in a dilemma as to the MoE’s position, for their promotions.

“There have been verbal statements from the MoE, promising to extend for another 2 years, but nothing has been done so far. The Teachers need training and time to prepare for the exam,” Mr Stalin said. The CTU has written to the MoE and the Public Service Commission regarding the matter, but has yet to hear from them. – CC
