Several changes have been made to the subjects and functions assigned to the Prime Minister and Cabinet Ministers in the new Government appointed by President Maithripala Sirisena. The President has retained the Defence portfolio as well as the Ministry of Mahaweli Development and Environment.
The Central Bank and the Securities and Exchange Commission (SEC) which were under the purview of the Minister of Finance, has been brought under the purview of Prime Minister Ranil Wickremesinghe who is also the Minister of Policy Planning and Economic Development.

The Department of Immigration and Emigration which was under the Ministry of Defence, has been allocated to the Minister of Public Order and Disaster Management John Amaratunga, while the Registration of Persons Department which was also under the purview of the Ministry of Defence, has been brought under the Minister of Home Affairs, Joseph Michael Perera. Sri Lanka Telecom has been brought under the Minister of Foreign Affairs Mangala Samaraweera, while the Ministry of Telecommunication and Information Technology under which it functioned previously, has been scrapped.

The Divi Neguma Department which functioned under Basil Rajapaksa, the powerful Minister of Economic Development, has been brought under the Minster of Housing and Samurdhi, Sajith Premadasa. The Urban Development Authority (UDA) which was also vested with the Ministry of Defence, will function under the new Minister of Urban Development, Water Supply and Drainage, Rauff Hakeem.
