The first official function of the newly restored Royal College Hall was the 5th Council meeting of the Royal College Union (RCU) on May 8, 2013. The meeting was held at this venue after 14 years with members, distinguished guests and special invitees who were stakeholders of the project in attendance.

The meeting was chaired by the Principal Upali Gunasekera and conducted by Secretary RCU, Manju Ariyaratne. The Principal and Secretary in their speeches paid tribute to the old boy groups, alumni and well-wishers who had made the project a reality.

Commander of the Army Lt. General Jagath Jayasuriya was also invited to attend the meeting and was applauded for his unwavering support for his alma mater. On a proposal by Vice President, RCU, Ken Balendra, the house accorded a standing ovation to the Principal and RCU secretary for shouldering the responsibility for the successful completion of this gigantic project.
