SLCERT to launch post-quantum cryptography to safeguard SL’s DPI

As part of its initiative to enhance cybersecurity, the Sri Lanka Computer Emergency Response Team (SLCERT) is launching a Post-Quantum Cryptography (PQC) project aimed at safeguarding Sri Lanka’s Digital Public Infrastructure (DPI) from potential threats posed by quantum computing.

This strategic endeavour seeks to establish a quantum-resilient digital ecosystem, ensuring the security of encryption standards, digital identity systems, and national data exchanges in the face of evolving technologies and by being among the early adopters in the region, Thilak Pathirage, Chairman SLCERT, said.

He added that Sri Lanka is creating a robust, future-proof foundation for quantum-ready cybersecurity, thereby shifting its approach from merely defensive to proactive, positioning itself to stay ahead of emerging threats and adversaries.

Addressing the National Cybersecurity Conference themed “Building a Trusted And Cyber Resilient Nation – The Journey Ahead”, on Wednesday in Colombo, he said that, SLCERT is building strong partnerships with regional partners (CERT-In India), KISA (Korea), GovTech & Cyber Security Agency (Singapore), and Cybersecurity Malaysia Along with, Global communities (APCERT, FIRST, and the Global Forum on Cyber Expertise).

“We are also building partnerships with local sectors such as banking, academia, and technology innovators. Through these partnerships, Sri Lanka is shaping its identity as a trusted digital hub in South Asia — upholding security, transparency, and trust as pillars of leadership.”

He asserted that for a Digitally Trusted Sri Lanka, SLCERT is founded on five pillars, which are cyber resilience, institutional trust, digital confidence, innovation and collaboration, and human capacity and awareness.

Mr. Pathirage said that setting up the Cybersecurity Regulatory Authority will transform SLCERT into the Centre for Cybersecurity, which is the national hub for cyber governance and digital trust.

“This marks a strategic transformation which is from incident response to proactive governance, and from reactive control to intelligence-led collaboration.”

Under the leadership of the Ministry of Digital Economy, SLCERT will advance national Programmes such as the Digital Trust Certification Body, the National Digital Trust Forum (NDTF), and the Government Cybersecurity Baseline Standards (GCBS).

“Together, these initiatives will create a holistic ecosystem of assurance and confidence,” Mr. Pathirage said. He added that the mission is to transform cybersecurity from a technical discipline into a national culture of trust and resilience — a culture where every citizen becomes a stakeholder in the nation’s digital security.

“Our focus will centre on resilience, which centres on early detection, rapid response, and resilient recovery, trust – embedding privacy, security, and ethics by design and accountability, which will ensure governance and compliance to sustain confidence.”

He added that the goal is not only to defend digital systems, but to empower digital confidence — ensuring that every Sri Lankan can engage safely and confidently in the digital economy.

Noting the challenges and collective responsibility, he stressed that emerging technologies such as AI, IoT, 5G, and Blockchain bring both opportunity and complexity.

“To face these, our approach must shift from cyber defence to cyber resilience, from isolated protection to collective preparedness.”
