Sri Lanka aims for UN Convention signatory status in cybersecurity
Sri Lanka is preparing for cybersecurity preparedness by improving legal frameworks and stakeholder collaboration, both locally and internationally.
The country is gearing up to be a signatory to the United Nations Convention against Cybercrime, a global treaty to combat cybercrime, while obtaining cabinet approval for a national cybersecurity policy, top officials said.
“We are working towards becoming a signatory to the UN Convention against Cyber Crime next month which will enable us to share information between international partners,” an official told The Sunday Times Business. He added that Sri Lanka has already participated in discussions and highlighted the importance of global cooperation on cyber issues.
After ratifying the Council of Europe’s Convention on Cyber Crimes in May 2015, as the first South Asian country to do so, this is the second time Sri Lanka is gearing towards a similar convention. The Budapest Convention on Cybercrime harmonises national laws, capacity building and boosting international cooperation. The Computer Crimes Act of 2007 was largely modelled on the Principles of the Budapest Convention.
The official said that the Sri Lanka Computer Emergency Readiness Team Coordination Centre (SLCERT), with related agencies, is working towards this.
The country is in the second version of the National Cybersecurity Strategy, which focuses on strengthening the legal frameworks, enhancing cybersecurity preparedness and response, and increasing collaboration, he said. A national-level malware and threat hunting lab will also be implemented this year, as part of this national cybersecurity strategy. According to the official, investments in better security for state institutions are planned under the National Cybersecurity strategy. A large number of state institutions have been relieved, and security assessments have been conducted in line with this strategy, he further said.
The country’s Cybersecurity Law is being reviewed by a panel and will be presented to Parliament this year, he added. It will enable the Central Security Agency to oversee national cybersecurity strategy, protect critical information infrastructure in the wake of the digital economy initiatives, while acting as a national contact point for cyber threats, the official explained. He added that this Act will empower the SLCERT by boosting its capabilities to respond to and manage cybersecurity events.
