National Incubator framework draft out
The National Incubator Model Development Workshop identified six incubator types for Sri Lanka’s entrepreneurial ecosystem to nurture and support budding entrepreneurs, providing them with the resources and guidance they need to thrive in their business ventures.
Based on the insights gathered from the first National Incubator Model Development Workshop, six types of incubators were identified that align well with Sri Lanka’s entrepreneurial ecosystem, an Industries Ministry official said.
“We begin with the pre-incubator, which spans one to three years. This stage supports aspiring entrepreneurs in shaping and refining their business ideas. The second type is the Idea validation incubator, where the focus is on testing the feasibility of these ideas through market research, customer feedback, and prototyping. Next, the capacity building or acceleration incubator, typically a six-month intensive programme, equips entrepreneurs with the skills and tools needed for business development and growth. The Market Access Incubator plays a crucial role in connecting start-ups to local and global markets through strategic networks and target area sheds.” Following this, the post-incubator support phase offers ongoing mentorship, funding access and guidance to ensure the long-term sustainability of the business, he said. Lastly the Virtual Incubator provides flexible remote support, including training and mentoring, to make incubation more accessible to entrepreneurs across regions. “These six models together create a comprehensive and inclusive framework tailored to the unique needs of Sri Lanka’s startup landscape, “the official added.
According to the national framework established by the Ministry of Industries and Enterprise Development (MIED), the National Enterprise Development Authority (NEDA) has been appointed as the lead agency for supporting and developing start-ups across Sri Lanka. MIED operates under a clear statutory mandate to promote entrepreneurship, to strengthen micro and small enterprises and facilitate enterprise growth throughout the country. At the core of this ecosystem, NEDA also serves as the accrediting body for national incubators, ensuring that standards are met and support is consistent.
“As part of this model, we have begun registering both incubators and entrepreneurs through a formal application process and from there, it implements a structured approach that includes screening, linkage and strategic matchmaking,” the official added, noting that this ensures that each entrepreneur is connected to the right resources at the right stage of their journey.
These resources include access to venture capital, Angel investors, and other essential funding mechanisms. “More importantly, NEDA acts as a catalyst for collaboration, bringing together start-ups, incubators, and investors to foster innovation, accelerate growth, and contribute meaningfully to Sri Lanka’s economic development,” the official said.
