Sunshine delayed: Solar power usage stuck at CEB
Usage of around 10 to 15 ground mounted solar projects under Special Power Purchase Agreement (SPPA)s has been stalled by the Ceylon Electricity Board (CEB) with the CEB board have deciding to temporarily hold back until the ongoing curtailment issue especially on Sundays and Public holidays is resolved.
Further, the Ministry of Energy is holding on to Provincial approvals already approved by the Project Approving Committee (PAC) at SEA, which officials are saying is a clear violation of sections 16, 17 and 18 of the Sri Lanka Sustainable Energy Authority Act No. 35 of 2007.
Renewable energy developers are questioning how the CEB Board could make decisions without approval from the ministry. After spending nearly a year securing all necessary approvals up to the power purchase agreement, they have been left uncertain about the ministry’s policy direction.
A Federation of Renewable Energy Developers (FRED) official stated that daytime energy demand is low on Sundays and holidays because factories and offices are closed. As a result, the CEB cannot balance the grid, so solar, small hydro, and wind plants are asked to shut down from 9:00 am to 2:00 pm, causing developers to incur losses. With around 70 such days each year, about 20 per cent of the potential generation is lost without compensation.
He said that what the CEB is doing is a breach of contractual obligations.
