Empowering Sri Lanka’s Digital Transformation: Opportunities in Cloud Infrastructure
Sri Lanka will leverage the strengths of both the local cloud infrastructure players as well as global hyper-scalers to participate in establishing Sri Lanka’s next generation of cloud infrastructure.
“We have to consider the power of the hyper-scaler driven public cloud, in terms of cost efficiency, security and innovation. The amount of investment that goes into these clouds cannot be matched in terms of investment and technical capabilities, or research and development in a purely home grown context. Having said that, developing robust resident cloud infrastructure in Sri Lanka is also essential because there would be certain categories of high sensitivity data which should not leave the shores of Sri Lanka,” Dr. Hans Wijayasuriya, Chief Adviser to the President on Digital Economy, told The Sunday Times Business in an interview recently.
The cloud platform that the government plans to establish will follow a Hybrid Multi-Cloud architecture – a mix of Residential, Sovereign, and Public. “Sovereign is a principle that is slightly different from Residency because you can have a cloud environment where the security keys are held by the government of Sri Lanka or data controller, but data can reside within a territory overseas, and where Sri Lanka’s jurisdiction applies through a data embassy arrangement. Sovereignty can hence be established without Physical Residency on the ground in country,” Dr. Wijayasuriya explained.
Underlying this approach will be the tiered classification of data based on the level of sensitivity and based on which the appropriate cloud configuration can be selected, he said. The draft Data Classification and Cloud policy is now available for public perusal and comment, he said.
He added that the National Data Governance Framework is being worked on as a central element of the AI strategy, explaining that it will supplement the Data Classification guidelines with the data architecture for government which will best enable the exploitation of AI technologies for service delivery as well as planning and decision making. The National Data Exchange as well as the regulatory framework centered on the PDPA and Data Protection Authority will be central to the operation of a robust data governance framework, he added.
Data Classification Guidelines, which will be available for public comment, will provide direction on how government institutions and private institutions should classify data controlled and held in their custody in terms of sensitivity – meaning for instance, highly sensitive, moderately sensitive, low sensitivity or open. “With such classifications, the data can be mapped to the cloud policy as to which data needs to be kept in the country on premise, which data can be stored in a Sovereign environment and likewise which data can exploit the Security, Innovation and lower cost of hyper-scaler public cloud,” he added.
