From the evidence collection phase, throughout the investigation process and even after closure of the inquiry, it is important to maintain privacy and confidentiality when handling complaints, the University Grants Commission said.

UGC Chairman Prof Sampath Amaratunge in the directive issued to Vice Chancellors, Rectors of Campuses and Directors of Institutes, suggested universities adopt appropriate approaches in collecting information depending on the content/circumstances while ensuring privacy of the parties involved.

“For instance, when evidence is to be collected from many, it is suggested to contact individuals separately rather than collecting evidence from the group as a whole. Privacy and confidentiality of the complaint/s, complainant/s needs to be maintained throughout the investigation process and even after the closure of the incident/matter or the inquiry,” he said.

It has also guidelines on handling/investigating anonymous complaints on ragging/sexual and gender-based violence (SGBV) by the Centre for Gender Equity and Equality, the UGC and universities on anonymous, evidenced/non-evidenced complaints.

The directive states that complaints lodged without revealing identity and not presenting valid evidence cannot be processed. However, if the complaint is lodged without revealing the identity of the complainant but presenting valid evidence regarding the incident it should be processed. (NF)
