Ministry wants info on all lands coming under state entities

The Ministry of Economic Policies and Plan Implementation has called for details regarding the utilisation of lands by all state departments in order to ensure the proper management of non-financial assets of the government.

Issuing a circular last week to all Ministries, State-owned Enterprises, Corporations and Departments, the Comptroller General’s Office of the Ministry requested all Heads of government institutions to submit updated information on lands under the custody of respective state entities before April 30.

The new Ministry was formulated following a Presidential directive in July last year with the focus of implementing the Presidential manifesto “Vistas of Prosperity and Splendour” in close coordination with various Presidential Task Forces.

During the budget speech last December, Finance Minister Basil Rajapaksa proposed to utilise under-utilised lands belonging to state departments through public-private partnerships and local and international sources to implement mixed development projects such as shopping malls, financial services, hotels, office facilities, cinema halls, entertainment centres and apartments, using Railways Department lands that are not being utilised in a productive manner.

He also proposed to issue lands for private sector investors in investment zones, in addition to introducing new laws on the usage of lands owned by plantation companies and public and private ownership to ensure the maximum utilisation of buildings and other assets.
