The Haggala Gardens in Nuwara Eliya a popular destination to both local and foreign tourists, has recorded the the largest number of visitor arrivals. This season alone 14,295 persons have visited the Gardens bringing in an income of Rs. 912,193 from parking tickets alone.

The Haggala Gardens was the second botanical sancutary built by the British

The Gardens was the second botanical sanctuary built during the British era, and is home to some 31,000 plant species. It attracts thousands of visitors each year. therefore responsibility to provide facilities and the infrastructure improvements to visitors rests with the authorities who maintain the facility.

The Nuwara Eliya Divisional Secretariat under whose purview the Gardens falls, charges a parking fee of Rs. 100/- per vehicle as parking fees.

A large number of visitors however complain the parking fee is exorbitant as presently visitors to the Gardens are forced to park their vehicles on the road outside the Gardens and the limited parking space poses a problem.

To accommodate the large number of vehicles arriving at the venue, authorities are now planning to construct a new parking lot at a cost of rupees two million rupees.

Parking space has been a continuous problem at the Gardens
