The present spot-fine system will be converted to an electronic fine system from next year, allowing fines for violating traffic rules, to be paid online, officials said.

Law & Order Ministry Secretary Padmasiri Jayamanne said the project is part of the ‘smart city’ concept where an automated traffic management system will also be introduced.

“Though the electronic fine system is still in its preliminary stages, its conceptualisation will be finalised by the end of this month,” he said.

The project will be first introduced to Colombo city and other major cities identified as crucial, in the Western Province.

Traffic Administration & Road Safety Director SP Indika Hapugoda said machines will be installed at police stations islandwide and linked electronically.

“When Police apprehend a motorist on a holiday, for violating traffic rules in an area they are not resident in, the offender is unable to pay the fine, as post offices are closed, and they have to come back another day to collect their driving licences. With the new system, motorists can pay their spot-fines electronically at any police station,” he said.
