CTU charges MoE of violating Teacher-Transfer Act

The Ceylon Teachers Union (CTU) last week charged that the Ministry of Education (MoE) is relegating the procedure set out in the National Transfer Policy (NTF) by using SLEAS officers to be responsible for the transfers of 353 teachers serving in National schools in the country, which is in violation of the Transfer Act, and will pave the way for injustice and corruption.

CTU General Secretary Joseph Stalin said the 2007/20 NTP insists that transfer of teachers in National schools be decided by the Transfer Board, along with representatives of Trade Unions. He said that, of the 38,000 teachers serving in National schools, around 12,000 teachers have managed to to serve in one school for over 10 years. “Some are in the same school for 17-25 years, and have got awards for their performances,” Mr Stalin said.

“Several of these teachers remain in the same school through political influences, and tend to become corrupt in their comfort zone,” he added. He said the Provincial Transfer Board is functioning well by transferring teachers serving more than 10 years in a school. Mr Stalin said the CTU has written to the MoE Secretary, bringing to his notice the disparity in the schools.
