GovTech replaces ICTA, set up in 2003
GovTech has been set up under the Ministry of Digital Economy, replacing the Information Communication Technology Agency (ICTA), launched in 2003, aiming to improve digital technology services and advance Sri Lanka’s digital transformation.
Deputy Minister Eranga Weeraratne told the media on Wednesday that GovTech will have a stronger institutional framework focused on policy development and implementation of digital projects. With a team of 150 skilled professionals, the new institution seeks to boost the effectiveness of the digital public service system.
The budget for the new institution includes US$50 million from the World Bank and $75 million from the Asian Development Bank, along with an initial Rs. 2 billion allocation from the Treasury. The initiative aims to bolster the country’s digital infrastructure and improve service accessibility for citizens, Chief IT Advisor Dr. Hans Wijayasuriya said at the media briefing. “GovTech will have a cost recovery model, with the revenue to be generated through the platform, and some consultancy services,” he said.
GovTech Sri Lanka concluded the Executive Briefing on the Sri Lanka Digital Transformation Project late last month, highlighting the 2026–2029 roadmap, focusing on the government’s digital economy plans, the project’s structure, and procurement guidelines for collaboration.
The session featured insights from key speakers, including Sanjaya Karunasena, Acting CEO of GovTech Sri Lanka, and representatives from the World Bank – Anna Metz and Henbane Yatin Doshi. Their contributions underscored the importance of this national transformation agenda.
