GovPay in final two provinces next month
View(s):Sri Lanka’s national digital payment platform, GovPay, will be launched in the final two provinces, Uva and Central, in January, said Udaya Kasthurirathne, Lead – Digital Government and Digital Economy at ICTA.
Adding that ICTA plans to further enhance GovPay’s functionality to make it more convenient for government officers to use, while improving the overall efficiency and quality of services delivered to citizens, he said that it is a critical enabler of digital government services. Enhancing usability for public officials will directly translate into faster, more reliable services for citizens, he said. He told the Sunday Times Business that GovPay has processed a total transaction value of Rs. 2.07 billion, with 76,681 transactions completed across all services to date.
GovPay currently supports a wide range of government services, covering 225 organisations and 3,447 individual services, he said, adding these include citizen services offered at divisional secretariats, local authorities, educational institutions, and multiple government departments, reflecting its growing role as a unified digital payment platform for the public sector.
Among the participating institutions, Kotelawala Defence University (KDU) has emerged as the leading revenue generator on the GovPay platform, underscoring the system’s effectiveness in handling high-volume, high-value institutional payments, particularly within the higher education sector.
Following this, one of the most significant contributors to GovPay’s transaction volumes has been the traffic spot fine payment service. According to ICTA, GovPay traffic spot fines have recorded a total transaction value of Rs. 72.95 million, across 56,649 transactions. On average, daily collections through GovPay amount to approximately Rs. 1 million.
Mr. Kasthurirathne said plans are underway to expand the GovPay traffic spot fine service to ensure island-wide availability by January 2026, further enhancing convenience for motorists and improving efficiency in revenue collection for law enforcement authorities.
GovPay has also demonstrated strong public confidence through its role in handling donations for national causes. The Rebuild Sri Lanka Relief Fund, facilitated through GovPay, recorded a total transaction value of Rs. 14.76 million from 948 transactions, highlighting the level of trust and recognition the platform has gained among the public.
