65 SOEs to go public

With the State-Owned Enterprises (SOE) Act for the proper management and maintenance of SOEs coming in the 1Q next year, certain such entities have agreed in principle to go public on the Colombo Stock Exchange, a deputy minister said.

About 65 SOEs have agreed in principle to go for listing. These entities are for a selected commercial nature, Finance and Planning Deputy Minister Dr. Anil Jayantha Fernando told the Sunday Times Business. He said that these selected entities will be brought under a holding company. Noting that 130 entities qualify as SOEs, while others serve non-commercial purposes, such as regulatory and educational functions, he said that the National People’s Power (NPP) manifesto emphasises strategic decision-making for SOEs based on their economic importance, transparency in operations, and the promotion of research and development. The proposed Bill will enable the SOEs to be completely void of political influence and to appoint professionals with expertise in their fields to their boards of directors with professional qualifications, Dr. Fernando added.

Concerning state-owned Sri Lankan Airlines, he said that its board of directors need to come out with a strategy to revive the national carrier. “We hope the new management and the board of directors will come out with a plan next year. The Treasury will not take that burden.” In April Dr. Fernando participated in a high-level meeting with President Anura Kumara Dissanayake and senior airline officials. During these discussions, the government officially scrapped the previous decision to privatise SriLankan Airlines.
