Auditor General’s post: CC rejects yet another President’s nominee, this time an Army officer

The Constitutional Council (CC) has rejected yet another nominee submitted by President Anura Kumara Dissanayake to take over as the country’s next Auditor General.

The CC’s rejection of O.R. Rajasinghe’s name means that four nominees the President has submitted to the CC over the past eight months to serve in a permanent or acting capacity as Auditor General have been rejected by the Council.

There has been no acting Auditor General at the department for the past two weeks, leading to severe disruptions in work at the National Audit Office.

Mr Rajasinghe is a serving officer of the Sri Lanka Army and a member of the Army’s Audit Division. His name had been submitted to the CC by Prime Minister Harini Amarasuriya during its meeting held last Wednesday. During the CC meeting, chaired by Speaker Jagath Wickramaratne, only four members voted in support of the President’s nominee, while five voted against.

All three civil society members, along with Opposition Leader Sajith Premadasa and Samagi Jana Balawegaya (SJB) MP Ajith P. Perera, voted against the nominee. Prime Minister Amarasuriya and House Leader Bimal Rathnayake, along with MPs M. Athambawa and S. Shritharan, voted for the nominee.

Following the retirement of Auditor General W.P.C. Wickramaratne, the President had initially submitted the name of H.T.P. Chandana, an audit officer at the Ceylon Petroleum Corporation, to succeed him, but the CC rejected his nomination. This led to the next senior-most official at the National Audit Office, Dharmapala Gammanpila, being appointed as Auditor General in an acting capacity. After the CC rejected a move to extend his term again after six months, the name of Senior Deputy Auditor General L.S.P. Jayaratne was submitted to serve as Auditor General in an acting capacity, but her name too was rejected by the CC.
