Strong PPP in API, a catalyst for digital economy development

The government should look at public–private partnerships for digital economic development from a new perspective, where the state focuses on building the minimal, secure Application Programming Interfaces (APIs) for essential citizen services, and then opens these interfaces for any qualified party such as private companies, entrepreneurs, and even university students to build digital solutions on top of them, according to a top industry official.
“Such an approach would allow innovators to create public-facing services such as tax collection systems, postal and logistics platforms, traffic fine payments, permit systems, and many others, while earning a small share of the revenue as their fee. This model encourages continuous innovation through competition, accelerates service quality improvements, and eliminates the government’s need for large upfront investment, Hasith Yaggahavita, CEO of 99X, said.
This will fast-track the development of digital public infrastructure and significantly strengthen the country’s digital economy, Mr. Yaggahavita, CEO of 99x, told the Sunday Times Business. He said that governments are increasingly looking at innovative methods to increase the delivery of public services, and a promising approach will be developing APIs for citizen services, which allows private companies, including start-ups and university students, to create applications that utilise these API’s. This will decrease public expenditure and also boost ongoing innovation and cultivate a competitive digital ecosystem, he added. He also noted that many countries, such as India, the UK, and Rhonda, have implemented such methods.
“A technical model can be created here where the government exposes secure API related to identity, taxes, fines, land records, postal services and utilities,” he added. He said that subsequently, developers can access these applications and interact with these API, enhancing the efficiency and accessibility of public services.
While encouraging the partnership between public and private sectors, this will streamline service delivery, he added.
