The Justice Ministry is to present a Cabinet Paper tomorrow (15) proposing that the services of a qualified international agency be obtained to conduct a forensic audit to identify those who had tried to mislead the Harbour Master of the Colombo Port by erasing the email database of the X-Press Pearl container vessel.

Attorney General Parinda Ranasinghe had requested international assistance to conduct the forensic audit considering that local technical expertise are inadequate to conduct such a comprehensive audit.

Meanwhile, three employees of the X-Press Pearl’s local agent, Sea Consortium Lanka who had been arrested in connection with the matter were ordered to be released on bail this week by Colombo Additional Magistrate Oshada Migara Mahaarachchi. The suspects released on bail were Sea Consortium Lanka’s IT Manager Prasanna Jayawardena, Assistant Director Roshan Seneviratne and Sanjeewa Samaranayake.

The suspects were released on personal bails of Rs. 2.5 million each. The court also imposed an overseas travel ban on them.

Deputy Solicitor General Madawa Tennakoon, who appeared for the Criminal Investigation Department (CID), told court that a comprehensive investigation is being conducted to identify those who ordered the data to be erased, the persons who erased the data and the passwords they had used. He added that the assistance of a qualified international agency should be obtained to determine if the incident was part of a local or international conspiracy.

Chaminda Atukorala appeared for the suspects.

Meanwhile, the first installment of the USD 1 billion compensation payment the Supreme Court had ordered the owners, operators and local agent of the vessel to pay over the environmental and economic damage suffered over the disaster, is due on September 25.
