Revealing census on government and semi-government employees concluded
View(s):The estimated number of employees in all Public and Semi-Government Sector institutions is 1,156,018, the latest survey conducted by the Department of Census and Statistics has revealed.
Among them, the proportion of males (50.5%) is slightly higher than that of females (49.5%).
However, a higher proportion of females are employed in the provincial government compared to the central government.
Female employees in the provincial government sector are twice as many as their male counterparts, whereas male employees in the central government semi-government sector outnumber their female counterparts by more than two to one.
Approximately 97% of employees hold permanent positions, while only 3.7% are in non-permanent
categories such as temporary, casual, or contract-based employment.
Among the limitations identified were that employees of the subsidiaries of semi-government institutions, the uniformed staff of Sri Lanka Army, Sri Lanka Navy and Sri Lanka Air Force, and Estate field laborers of semi government sector estates are not included in the census.
The survey is the ninth in a series of such censuses conducted by the Department of Census and Statistics (DCS).
The first scientific census on public and semi-government sector employment was carried out in 1980 in order to cater to the requirements of data on the public and semi-government sector for planning and monitoring purposes involving government employees.
All public and semi-government sector institutions listed at the listing stage of the census amounted to approximately 32,500.
The Census report gives full details of the
number of employees in each of the ministries and departments.
The report also has details of the employees who have taken special leave which was given following the adverse effects of the COVID-19 pandemic and the subsequent economic crisis. The government decided to grant unpaid leave to government officials, allowing them to stay in or outside the country without affecting their seniority or pension.
The survey noted that it is crucial to highlight the number of employees on special leave granted. Also, some officials have taken paid or unpaid leave for higher education purposes or some specific reasons.
