Energy Ministry calls for EOIs to re-refine used lubricants

The Energy Ministry has called for Expression of Interest (EOI) from competent parties to function as “Operators” to re-refine used lubricants to produce Hydrocarbon products.

According to the notice issued by the Ministry’s Procurement Committee (MPC), the overall objective of this project is re-refining used lubricants, considered as the most effective environmentally friendly option of reuse.

Used oil is defined as any petroleum based or synthetic oil that, during its usage has undergone chemical and physical changes due to reactions such as oxidation, thermal decomposition, shearing, and contamination. Due to these changes it becomes unsuitable for its original purpose due to the presence of impurities or loss of original physical and chemical properties.

Currently, the Ministry grants approval to market players to import, export, blend, produce, sell, supply and distribute lubricants in the country.

The total reported volume of lubricants sold in 2020 was around 60,000 kilolitres, of which approximately one third was imported while the balance was locally blended, according to the data from Public Utilities Commission of Sri Lanka. The major uses of this oil are in the domestic transport sector and manufacturing industry. The composition of automotive, industrial and marine lubricant sold in 2020 is 41,000, 12,000 and 5,000 kilolitres respectively.
