CIABOC probes complaints against suspended parliament official and Speaker

The Commission to Investigate Allegations of Bribery or Corruption (CIABOC) has begun probes into complaints against suspended Deputy Secretary General of Parliament Chaminda Kularatne and a counter complaint against Speaker Dr. Jagath Wickramaratne.

A third complaint lodged by an individual identified as S. Kannan against Mr Kularatne is also being probed.  The CIABOC has called for the personal file, interview records, and other relevant documents related to Mr Kularatne from Parliament.

Mr Kularatne filed a writ application before the Court of Appeal in February through his counsel, Sanjeeva Jayawardena, PC, challenging his interdiction, which he claimed was unlawful. The application further alleges that Speaker Dr. Wickramaratne had been motivated to pursue his interdiction based on malicious intentions.

During initial proceedings before the Court of Appeal, the Attorney General’s Department had indicated the possibility of a settlement. However, the AG’s Department subsequently informed the court that the AG would no longer represent the Speaker. The Speaker has since retained private counsel, K. Kanag-Isvaran, PC.

In the meantime, Mr Kularatne lodged several complaints with CIABOC against Speaker Wickramaratne, alleging misuse of official vehicles, irregular receipt of fuel allowances, misuse of Parliament media division equipment, consumption of meals from Parliament without proper payment, and improper use of government quarters. He has further alleged malicious interference with parliamentary administration and the improper rejection of Right to Information (RTI) requests relating to alleged corruption.
