UGC bans academic recruitment for dean’s offices
View(s):The University Grants Commission (UGC) has informed universities under its purview that recruitment of academic cadres to dean’s offices, centres, and other administrative units of universities is “strongly discouraged,” as these are not recognised academic departments.
Issuing a circular to all vice chancellors, the commission observed that several requests have been received from higher education institutions requesting UGC approval for the recruitment to the posts of Lecturer (Probationary), Lecturer (Unconfirmed), Senior Lecturer Gr II and Senior Lecturer Gr I for the dean’s offices of the faculties.
The commission said academic staff should be appointed exclusively to established departments within faculties, where teaching, research, and student supervision responsibilities can be clearly assigned.
“Appointments to non-academic units impede performance evaluation, career progression, and operational efficiency. Standardising academic appointments to appropriate departments of the faculties ensures equitable treatment of staff, prevents diversion of limited human resources, and promotes optimal utilisation of academic staff for teaching and research,” the UGC noted.
Academic staff currently attached to dean’s offices or centres and other units should be transferred to appropriate departments of faculties, with necessary approvals obtained from the Department of Management Services for the transfer of such cadres, the circular informs.
The commission has also emphasised that it will not approve or entertain any future requests to recruit or create academic cadres for dean’s offices, centres, or other units of the universities.
