Anti-corruption battle to the next level: CIABOC to open district offices with greater powers

The government is set to decentralise the Colombo‑based Commission to Investigate Allegations of Bribery or Corruption (CIABOC) by establishing regional offices at the district level with greater powers as the next step in its campaign to eradicate corruption.
According to the Governance Action Plan-2026, released by the Presidential Secretariat this week, the government will formulate and finalise a ‘decentralisation plan’ outlining the authority and jurisdiction of the 24 regional offices in each district; duties, responsibilities, and hierarchy of the officials; and required resources.
With the deadline set before this December, the Justice Ministry will publish regulations under the Judicature Act on the decentralisation of jurisdiction after consulting the Chief Justice and the President of the Court of Appeal.
Following parliamentary approval, the regional offices will begin operations from January 2027 onwards.
By June, the Colombo-centred national anti-corruption agency is scheduled to undergo institutional restructuring with rules and regulations being gazetted with regard to appointment, promotion, remuneration, disciplinary control, dismissal, conduct, grant of leave of the officers and employees, and procedure in breach of the code of conduct by fixed-term employees.
After obtaining Cabinet approval, CIABOC is also expected to implement a Voluntary Retirement Scheme (VRS) pursuant to finalising the scheme in consultation with the Ministry of Justice.
