SL in Tier 2 of Global Cybersecurity Index
Sri Lanka has advanced to Tier Two in the Global Cybersecurity Index, alongside countries such as China, Canada, Austria, and Switzerland.
Dr. Kanishka Karunasena, Acting Chief Executive Officer of Sri Lanka Computer Emergency Reporting Team (SLCERT), addressing the cybersecurity conference held recently, noted the strategic progress of the National Cybersecurity Strategy, which focuses on four main pillars.
Establishing the legal and administrative framework for cybersecurity—including fnalising the Cybersecurity Bill, and setting up the Cyber Security Regulatory Authority; developing a workforce equipped with cybersecurity knowledge and skills, while raising awareness among the general public and schoolchildren; enhancing cybersecurity preparedness in government institutions; and, strengthening Sri Lanka CERT and promoting collaboration with stakeholders to create a safe and secure cyber environment, are priorities of the new strategy.
“Through this strategy, our goal is ambitious—but achievable: to create a secure and trusted digital space for our nation and to elevate Sri Lanka to Tier One in global cybersecurity rankings,” he said.
The technology investments have strengthened the country’s capabilities, such as the National Cyber Security Operations Centre (NCSOC) which has the capability of monitoring cyberattacks targeting critical government institutions and ensuring swift and coordinated responses. In August 2025, Cabinet approval was granted to connect 37 critical government institutions to the NCSOC. Department of Immigration, Motor Traffic, Treasury, Health, Electricity, and Water Supply are required to connect with the NCSOC. This connection further strengthens the national cyber resilience. SLCERT is planning to connect all critical organisations to the NCSOC by December 2026.
Sri Lanka CERT also operates the National Certificate Authority (NCA), which creates an enabling environment for issuing digital certificates. Now, certificate service providers can get registered with the NCA to issue digital certificates to their clients.
Cybersecurity Awareness and training are crucial, he said, noting that while recognising that 95 per cent of cyber incidents result from human errors, SLCERT is building a strong human firewall through awareness campaigns and training programmes for government officers. “We have provided cybersecurity training for more than 5000 government officers across the country, and we continue to roll out such programmes in the coming years with the support of industry partners,” he said, highlighting the need to create a secure and trusted digital space that allows Sri Lanka to fully realise the benefits of the digital economy.
