Green Tape records 10,000th digital tender; new era of private sector procurement

Green Tape, Sri Lanka’s cutting-edge integrated digital procurement ecosystem, has reached a major milestone with the execution of its 10,000th tender; underscoring the growing shift toward transparent, accountable, and sustainable business practices.

This tender, for the supply of electronics and computer hardware, was called by Alliance Finance Company PLC, and the successful bidder was Leosys Corporation, which joined the platform in late 2024, the platform said in a media release.

Since its launch, Green Tape has facilitated over Rs. 30 billion in procurement, and has linked more than 50 buyers, including 20 Tier I corporates, with over 4,500 suppliers across agriculture, apparel, construction, insurance, IT, packaging, and professional services.

Procurement in Sri Lanka has often been slow, paper-heavy, and mistrusted. Designed to remedy this and developed locally by Affno Virtual Market (Pvt) Ltd. (AVM), part of the Affno Group, Green Tape delivers a transparent, auditable, end-to-end digital ecosystem that sets a new benchmark.

“The milestone of 10,000 completed tenders reflects trust in a system that eliminates inefficiency, strengthens compliance, and empowers smaller enterprises; all essential elements of good governance and sustainable value creation,” said Hiran Cabraal, Chairman of AVM. “Green Tape is transforming procurement into a driver of trust, efficiency, and inclusivity.”

Until now, most Sri Lankan enterprises lacked access to affordable, structured procurement systems. Green Tape fills this gap by integrating five tools; Enterprise: digital workflows with built-in compliance, GroupBuy: aggregated SME demand for better prices, Credit: supply chain financing, Docs: contract lifecycle management, and OpenSale: transparent e-auctions of surplus assets.

Using Green Tape, corporates report faster cycles, lower costs, and stronger governance. Every transaction is digitised and traceable, closing the door on malpractice, and SMEs now enjoy structured access to Sri Lanka’s largest buyers, unlocking growth once out of reach.
