AG’s officers to voice stance on independent prosecutor’s office

The Legal Officers’ Association (LOA) of the Attorney General’s Department has decided to submit its opinion regarding the government’s proposal to set up a Directorate of Public Prosecution (DPP) to handle criminal cases independently of the AG’s Department.
The opinion will include views from officers at the AG’s Department regarding the proposal, which will shift criminal cases away from the department to the newly set up DPP. Views are to be obtained in the coming week to enable the LOA to formulate its own proposal on the matter.
An LOA spokesman said since the setting up of the DPP is a policy decision of the government, they aim to present their proposal to the committee tasked with formulating criteria for the proposed directorate.
The committee, headed by Supreme Court Justice Yasantha Kodagoda, is preparing a concept paper on the proposal.
The spokesman added that they aim to hold a broad dialogue to obtain opinions of the staff at the AG’s Department regarding the proposed DPP, the establishment of which is set to have profound implications for the future of the department whose history goes back more than 150 years.
The matter was extensively discussed when the LOA’s Executive Committee met on Friday, the Sunday Times learns. The meeting also saw a discussion on the service of the AG’s Department and its current resources.
Those present at the meeting had observed that while Singapore, with a population of 2 million, has 820 officers in its AG’s Department, Sri Lanka, with a population of 22 million, has just 320 officers in its AG’s Department. Attention was also drawn to 80 vacancies at the department.
