Congestion at Colombo Port builds up

Congestion at the Colombo Port has caused some vessels to bypass due to berthing delays of 2-3 days attributed to lack of adequate deep draft capacity and adverse weather leading to a 30 per cent drop in productivity and slowing down of turnaround time.

Some vessels have rescheduled their arrival at the Colombo Port by a few weeks omitting Colombo and heading to Jawaharlal Nehru Port (JNPT) in India. These are vessels arriving from Singapore, Korea and Shanghai ports, sources said.

Shipping lines are facing challenges as a result of berthing delays of about 2-3 days and adverse weather conditions and limited port capacity.

Vessels operating to Colombo are facing a block for deep draft berths and moreover, since the Adani terminal is not fully operational, capacity continues to be limited.

This has led to a drop in efficiency levels at the Colombo Port as turnaround time that was previously at 30 moves per hour has dropped to 22 moves per hour resulting in a 30 per cent drop in productivity.

The congestion at the port has been experienced in the past few weeks and causing much frustration among shippers.

In fact it was noted that the congestion at the port continues to be happening as a result of the lack of equipment of some of the authorities carrying out the checks for necessary clearance of imported goods. In one instance it was learnt that the delay was a result of the Sri Lanka Standards Institution (SLSI) having a lack of necessary equipment to test the products resulting in a nearly five-month delay in releasing the goods under a bank guarantee.

Unsettled by recent experiences in repeated delays, Global Shippers Forum Chairman Sean Van Dort queried “Why are these shortcomings not being addressed at a governmental level? As taxpayers we are burdened with the consequences of their inefficiency while they appear unconcerned.”
