New process to select Grade 1 officers for top posts
View(s):The Public Service Commission is to introduce a mechanism to select senior administrative officials to Grade 1 top posts in government institutions.
Accordingly, a fair and transparent procedure is to be followed when senior government officials from the Sri Lanka Administrative Service, the Sri Lanka Planning Service, and the Sri Lanka Accountancy Service apply for Grade 1 slots in all island services.
According to a circular issued by the Commission, the new process is being adopted as the number of Grade 1 officers in these services exceeded the number of approved posts. This was because of the unrestricted grade promotion procedure stipulated in the Service Minutes, consequent to the distorted implementation of PA Circular 06/2006.
Applications will be called from officers who have been promoted to Grade 1 but are still not appointed to Grade 1 posts to fill the vacancies in Grade 1 posts, the circular noted.
For the selection process, if the number of applicants is more than twice the number of available vacancies, applicants will be selected for the interview based on an assessment of competencies and aptitude approved by the Commission, the circular said.
