Zero tolerance of corruption, wastage critical to save public funds

Every public sector decision based on or linked to corruption, costs the national economy, and it is the taxpayers who have to pay for it, Justice Yasantha Kodagoda said yesterday, while speaking at the induction ceremony of the 30th President of the College of Medical Administrators of Sri Lanka. The justice was the chief guest at ceremony.

In a hard-hitting speech to medical administrators, the Supreme Court Judge said zero tolerance of corruption and wastage and eliminating the opportunities for such are critical ways of saving public funds.

“I cannot think of any national-minded person with public interest in their heart, who would be against the elimination of corruption and wastage,” he said.

Corruption-induced decisions are almost always incorrect, and “corruption has multi-faceted consequences,” Justice Kodagoda added.

“As managers and administrators of the health sector, you know more than I do where corruption and wastage occur, why it happens, and who is responsible. It is unfortunate that at a time when the State’s financial survival is being challenged and the people are being seriously inconvenienced due to the ongoing crisis, we still come across continuing instances of corruption and wastage,” he went on to say.

“In this backdrop, I believe your membership needs to rise up to the occasion. Much like in the fields of preventive and curative health care, you need to design your responses to corruption and wastage to prevent such incidents.”

“If, notwithstanding strong and effective preventive measures being put in place, incidents of corruption or wastage continue to occur, you need to support the enforcement of effective accountability measures through the application of the law, aimed at identifying, prosecuting and punishing wrongdoers.”

“That must happen at both disciplinary and criminal justice levels. As leaders, managers and administrators of the health sector, you have a key role to perform in the elimination of corruption and wastage in your sector,” he added.
